What is TOPS?
Technology Operations Professional Services (TOPS) is a 10-year Sheltered Market (SM) – Multiple Award (MA) Joint Purchase Master Contract (JPMC) which was developed by the Illinois Department of Innovation and Technology (DoIT) in partnership with the State Business Enterprise Program (BEP).
Now all state agencies, boards and commissions, governmental units, and qualified not-for-profit agencies can secure services at negotiated rates.

5+ years of experience supporting Agile solution design, sprint planning, backlog refinement, and incremental delivery using Jira/Azure DevOps.
Platform Implementation Manager - Senior
12+ years of experience leading enterprise platform implementations, including governance, budgeting, risk management, vendor coordination, and reporting.
