Overview
The DIR Deliverables-Based IT Services (DBITS) program enables Texas state and local agencies to procure expert IT consulting through prequalified vendors. ZCS provides application development, maintenance, business intelligence, data management, analytics, project and program management, IV&V, and contract support—all structured around defined deliverables and measurable results. Our participation reflects a DIR-aligned service model built on transparency and accountability, a dedicated framework for DIR contract users, and full compliance with HSP, VADSIR, and other DIR standards.
