Revolutionizing IT Modernization – Embracing the Modern O&M Paradigm

In order to propel government agencies towards innovative, secure, and cost-effective mission outcomes, a comprehensive overhaul of Information Technology (IT) systems and infrastructure is imperative. Relying solely on a limited portion of the IT budget for modernization artificially constrains the government’s capacity for digital transformation. A transformative strategy, termed the New Operations and Maintenance (O&M), involves leveraging Operations and Maintenance (O&M) budgets to drive Optimization and Modernization, promising game-changing results for government organizations. A robust modernization initiative is crucial for expediting the digital transformation of governments and their continuous delivery of innovative capabilities and services in today’s software-defined landscape.

Conventional Modernization Strategies

Traditionally, government IT modernization focused on allocating funds for Development, Modernization, and Enhancement (DME) within the federal agency budget cycle. The Office of Management and Budget guided agencies to categorize IT investment costs into O&M and DME. O&M costs pertain to operating and maintaining IT assets in a production environment, while DME costs involve expenses leading to new or improved IT assets. Over the years, DME spending has been the standard measure for modernizing legacy technology, typically through Capital Expenditures (CapEx).

However, recent trends show a decline in Federal DME spending, dropping from $25.7B (32% of total Federal IT spending) in 2010 to $16.9B (21% of total Federal IT spending) in FY23. Notably, the overall annual DME spend has decreased by over 34% since 2010, signaling a shift in the traditional modernization approach.

Imperative for Modern O&M

To meet the evolving demands of future government missions and business success, a departure from the traditional DME approach is necessary. Intelligent IT infrastructure telemetry, powered by advanced AI/ML algorithms, provides crucial visibility and analytics for dynamic and effective networking, automation, and orchestration. This dynamic infrastructure, enabled by AI/ML algorithms trained on relevant data sets, is essential for optimal customer experiences, improved employee productivity, and enterprise security.

The Modern O&M in Software defined World

Modernization efforts must extend across an organization’s entire multi-domain environment, considering cross-architecture impacts for optimal enterprise performance. The New O&M signifies a departure from siloed modernization efforts, emphasizing the need for a holistic approach to IT infrastructure modernization.

Similar to the evolution in software development with Agile methodologies, DevOps, and software factories, IT modernization must be continuous and embedded across the entire IT ecosystem in our digitally transformed world. Given that IT infrastructures are now “software-defined,” the New O&M focuses on leveraging AI/ML algorithms for proactive and predictive capabilities across the enterprise IT infrastructure

Delivering Enterprise solutions with Modern O&M

Transitioning to a DevOps approach for delivering network infrastructure aligns with continuous integration and continuous deployment processes. Modernization efforts must adopt an enterprise-wide perspective to reduce technical debt, integrate cybersecurity, and optimize infrastructure for mission and business outcomes.

New and Modern business case and Return-on-Investment (ROI) analyses are crucial for prioritizing and accelerating enterprise modernization efforts. The New O&M can utilize traditional O&M funding through acquisition constructs like network and infrastructure-as-a-Service (XaaS) and utility-like consumption models. These models must evolve to optimize the impact of the New O&M.

Impact of Modern O&M with Automation

At the core of the New O&M is software-defined infrastructure, offering unprecedented agility for intent-based network and infrastructure capabilities. This approach ensures full-stack optimization, delivering client and employee experiences essential for mission and business success. The New O&M serves as a catalyst for innovation, using technology to shape, deliver, and continuously enhance future governmental agency capabilities, services, and mission success.
